As many of you know, Croton has been identified by the monitor in the Spano-brokered affordable/low income housing settlement, as one of several communities that engages in "exclusionary" or "restrictive" zoning. As you also know, the mayor is on record as having publicly admitted that the village "got into trouble" over the special permit provision in the Harmon re-zoning law.
Pursuant to a foil request sent to the village, the following has been learned; there is another meeting with the HUD monitor:
According to an email to Mr. Zambrano dated 12/9/13 from a Carolyn Stevens, there is a planned meeting with Trustee Gallelli, Mayor Wiegman, and village staff -- to meet with a representative from HUD, a representative from the county planning dept., one from Pratt, and the housing monitor on 12/17. If a meeting agenda exists, I was not given it.
As you also know, the special permit provision (as well as the bedroom restrictions) in the Harmon re-zoning law, were supposed to "protect" the village; Kieran Murray: 11/3/10 "I do believe that the special permit for mixed use development should be reinserted into the Harmon rezoning law to protect against the greater likelihood of subsidized housing projects that could have a negative tax impact."
