As many of you know, the housing monitor recently submitted his "final report" to the court; as you also know, Croton is one of 7 communities accused of having "exclusionary/restrictive zoning" by the monitor. Exhibit R, correspondence sent to the monitor from the village--and in which the village admits that the true intent of Harmon re-zoning was to facilitate up to potentially 143 apartments in an effort to defend itself, is at the link which follows. The ADC, or Anti-Discrimination Center, the entity which brought the original lawsuit and which former county executive Spano settled, has now submitted comments to Hud's "new rule". It should be required reading for everyone concerned about zoning issues and the consequences of altering a community's zoning to accommodate housing--as Croton officials have already admitted to with respect to Harmon re-zoning in Exhibit R.
