As many of you know, the monitor claims that Croton is one of 7 communities that engage in "exclusionary/restrictive" zoning. The county was given an ultimatum: either agree with the monitor's findings that Croton and others engage in this kind of zoning, and take steps to force their compliance including lawsuits, or lose grant money. County Executive Astorino refused to do so. The grant money was rescinded.
Now the monitor is proposing a "tool kit" to facilitate the construction of this kind of housing. You can read about it here:
